The National Debt was invented in the 1690s.
Its existence and growing size were a concern, or at least a pretext for concern, to many politicians, although it sounds tiny by today's standards. Smollet's Hist of England ends with the Peace of Aix in 1748 with a violent diatribe upon the Government, endind, 'and the National Debt swelled to the unprecedented sum of seventy millions Sterling'.
